THE DREAM ACT Controversial topics such as immigration have made the headlines in the past few years. Recently, a new problem has emerged from this issue, causing a stir all over United States. In 2001, Congress introduce a bill called Development, Relief and Education for Alien Minors act also known as the DREAM act, a proposal that will grant legal status to illegal immigrant under the age of 35 who entered United States before the age of 16, graduated from high school, and entered military or attended an institution of high education for at least two years and maintain “good moral character”. After the two years, depending on each state’s legislation, most noncitizen students will be eligible for financial aid such as subsidized and unsubsidized loans and some will qualified to pay in-state tuition instead of international rates. Providing in-state rates to all students who graduated from high school within that state would reduce the number of college drop out nationwide; a number that is growing rapidly and promote a more educated America. The DREAM act will encourage illegal minorities to stay until graduation. The Migration Policy Institute estimates in 2010 that 934,000 people under the age of 18, nationwide, are eligible to apply for the conditional legal status. Knowing that the children might benefit from future legalization, it is safe to assume that this will only encourage more immigrants to come into United States illegally. In addition this act opens door to fraud. First of all anyone can apply for the DREAM Act. Second, because of the lack of documentation, it is very hard to determine the eligibility. In the New York Times Magazine, Mr. Vargas talks about the strategies and ways he used to lie – “The trouble with habitual liars, and Vargas confesses to having told lie after lie to protect himself from deportation, is that they tend to get too ? ives the economy of our country” (Brown, Instant replay). Dreamers who understand the value of education and have proven to succeed will not only increase our education standing but also will be future taxpayers who will contribute much more as college graduate” (Ducan 1).
