Part II: The Actors in Global Governance, the Effectiveness of Global Governance, and the Governance of Peace and Security Over time, the dynamic world we interact within has evolved into a larger, more complex society we call “home.” Life among 8 billion diverse individuals is bound to create a variety of challenges, unable to be managed by a single actor alone. Each unique conflict is able to affect the entire globe or just a region of it and requires the cooperation of other actors in the global system. Many actors play a role in the contribution to global governance in the international system. Ultimately, the goal of worldwide peace and security is the primary effort sought after by these actors. In order to take action of the seemingly endless amount of international issues, the emergence of global governance must take place. The effectiveness, legitimacy, and accountability of global governance are constantly questioned in accordance to the well-being of the world system. Throughout the duration of Part II, global governance and its components have proved to be key to the understanding of many elements of international law and international organizations. In International Organizations: The Politics and Processes of Global Governance, authors Margaret Karns and Karen Mingst include an excellent excerpt as defined by the Commission on global governance: “The sum of the many ways individuals and institutions, public and private, manage their common affairs; it is a continuing process through which conflicting or diverse interests may be accommodated and cooperative action may be taken ; it includes formal as well as informal arrangements that people and institutions have agreed to or perceive to be in their interest” (Commission on Global Governance 1995:2).
