First, the community must realize and understand the need for a real change in their public schools. As a community, including teachers, its important to identify a group of qualified persons who can accurately represent the needs of the community as it pertains to school funding. Second, this group or foundation (tax exempt status) should have a solid background in management consulting and financial investing background, including raising tax-exempt bond financing for schools or non-profit institutions. In addition, this group should be equipped with MBA’s from top tier schools and should have experience in public speaking, which will allow them to raise awareness and financial support for inner city school funding. Third, insure this group or foundation can safely invest the raised funds to provide a steady flow of the necessary cash needed to maintain the school facilities, provide academic and athletic opportunities for students, support of teacher salaries, and maintain a high quality
