Gray Dr. Butcher PSC 711 October 15, 2012 Unfair Promotion Practices 2 Abstract This paper is a first-hand informative description of how personnel management practices and discrimination laws are overlooked when selecting applicants for positions at the U.S. Department of Labor, Employee Benefits Security Administration (EBSA), Office of Health Plan Standards and Compliance Assistance (OHPSCA). As you read, I hope you will agree that these practices should be changed in order to fairly promote and hire employees. As I prepared my research, I described the definition of personnel management, human resource management and some discrimination laws that have been violated to no end and to date is still be violated. Through numerous attempts, nothing has changed and the practices are still happening. Though jobs are not being threatened, the thought or chance of a promotion is scarce within OHPSCA if you are not an attorney or studying to become one. This paper is an employee’s look into how in the 21st Century workforce, discrimination and unfair hiring practices are still being ignored. After reading this informative paper, you will have more insight on your own or future agency, department or company’s hiring practices and hopefully become more aware as to not fall into any of these unfair loop holes.
