Tanglin Polymers Case Study 1.Explain why you think so few request were received. * There is no deadline/penalties when Plant Managers did not submit contract for approval. * $HK 800,000 may not be a legit figure to benchmark. The figure may be too huge, not many Plant Managers would make a procurement contract that large. * Plant Managers did not treat Mr Chan’s email seriously. * There is no upward communication. * There is no feedback channel. 2.Did Chan Kee Tong make any mistakes in this case? Yes, Mr Chan had done several mistakes in this case, which may include E-mail etiquette and his plan/suggestion might not working out/suitable for Tanglin Polymers. * Mr Chan has explained the reason why Tanglin Polymers have to change Purchasing procedure clearly in the e-mail message that he sent to Plant Managers. However, the message was very dry and not clear since there is no proper instruction on who to send the contract to, no proper illustration or any sample format of how to submit a procurement contract, which has excess of $HK 800,000. Mr Chan did not provide any guideline or at least a sample approved contract that Plant Manager should have followed. Furthermore, Mr Chan has chose the wrong timing to implement his plan. The beginning of peak-buying season was only one month away at the time this new plan was adopted. Since peak buying is coming, every Plant Managers would like to make the procurement procedure goes smoothly without any failure. Hence despite of Mr Chan’s message of submitting contract which excess $HK 800,000; Plant Manager would not take a risk to send the report over since there is a chance that the contract may get rejected. Mr Chan also did not mention any alternative solution if the contract was rejected, how the Plant Managers should deal with it? Since it will take one to two weeks for Mr Chan to review
