He made people suffer instead of helping them get through the war. Qin got what he wanted in the end he did built the wall and he did bring peace to China but one thing he did not do is make people like and understand him. Everyone hated him for his cruelty and unfairness. Qin could have done a lot more if he would have respected and cared about his people more.
