Literature Review: Primary Education is a basic level education which is essential education for every person. It is a recognized fact that education is a key to success and to get education is the right of every child. In 1990, one hundred and fifty five countries from all over the world and some 150 governmental and non-governmental organizations at the World Conference on Education for All agreed that primary education will be accessible to all the children by 2010. The goals of this conference included Universal access to learning, A focus on equity, Emphasis on learning outcomes, Broadening the means and the scope of basic education, Enhancing the environment for learning (Jespk,2002). Education is a fundamental right of every human. It is the key to sustainable development, peace and stability within and among countries, and thus an indispensable means for effective participation in the societies and economies of the twenty-first century, which are affected by rapid globalization. Education plays a vital role in human capital formation. It raises the productivity and efficiency of individuals and thus produces skilled manpower that is capable of leading the economy towards the path of sustainable economic development (Global, 2007). In Pakistan, like many other countries Education is not very common. Our literacy rate is below 50% which means we have to put all the efforts to make education common. The low enrolment rates at the primary level, wide disparities between regions and gender, lack of trained teachers, deficiency of proper teaching materials and poor physical infrastructure of schools indicate the poor performance of this sector. Middle class go to a bit more affordable private institutes and the poor ones are left behind who then join the government institutes, with poor educational faculties and Illiteracy is the number one killer disease
