Redden CJA/560 October 24, 2011 Steven Schneider, Instructor Prevention and Mitigation Analysis Violence and disturbances are not uncommon occurrences in prisons across the United States and probably throughout the world. The prison system is full of individuals who although generally may not have been what society would consider violent people, but at some point in their life, they made a decision to commit one violent act, if not many, that landed them in the penal system. The incident on January 18, 2004 at the Arizona Lewis Prison Complex historically was one of the worst altercations to happen within the walls of a prison in the United States of America. While the first procedure was completed, the security officers at the kitchen, failed to pat the prisoners down again before entering. While it seems unlikely that the weapons were on the bodies of the two prisoners when they exited their cells, and therefore, missed by the security officer when searched the first time, it was a possibility. If the weapons were found by the first security officer that searched the two prisoners, then without questions the two inmates would not have succeeded in taking over the prison. After the investigation in to the invents of that day, it was determined that the officers conducted rushed and insufficient pat-downs on both Steven Coy and Ricky Wassenaar that day, as well as the other members of the kitchen crew. This lack luster effort left all the prisoners in the kitchen working as well as the prison staff members vulnerable to harm, dismemberment, and death. As it were, the female staff person working with the prisoners was sexually assaulted by Steven Coy, who had this type of behavior already documented in his criminal past. Mr. Coy would sexually assault a second female officer later that morning, and continue to violate the officer for the fifteen days the ordeal lasted. The staff was not comprised of employees who had a lot of experience working in the prison system, so they were not familiar with the types of problems that can and often arises in the corrections department. The prison has a history of employees quitting soon after being hired because they find working in the prison system is not a job they want to perform long term. Finding people who are willing to work in the system for low pay and great hazards is a hard task for the officials of the department of corrections, and staffing issues continue to play a major part in the problems having qualified individuals at the right
