In our justice system there are two levels of police; There is Federal and there is State. These two groups are both run by the government and therefore the government has a large part in the different organizations. On the Federal level there organizations such as the Federal Bureau of Investigation (FBI), Immigration and Customs Enforcement, Drug Enforcement Administration (DEA), etc. The authority that these organizations have come from Article 1 Section 8 of the U.S. Constitution, which ensures that congress has the right to regulate interstate commerce and taxes. For example the FBI will pursue criminals who are more likely or who already have crossed state and country lines, the DEA will enforce the laws that govern the illegal use of controlled substances and the abuse of illegal substances   that have a tax ban on them.  
On the State level there are three sub-levels of the police; City/Local Police, County Sheriff, and State Troopers. The State Troopers which are also known as Highway Patrol or State Police have jurisdiction throughout the entire state they reside in, although the mainly stick to patrolling areas that are operated and maintained by state level agencies such as highways and state government buildings.   The County Sheriff office operate and maintain the county jails and patrol along other unincorporated areas that are within the county, they also provide services to cities that have contracts with the department as local police. Some departments such as the San Bernardino County Sheriff's Department will also provide search and rescue services. Local/City police patrol and serve the cities and within city limits. Each of the state policing organizations follow their state's Penal Code. County Sheriffs will also enforce country mandates, while local and city police follow both county mandates and city ordinances.
