An Overview of Congress Alicia Lafollette POL/110 8/1/2014 Mr. Steely Most everything has some kind of structure, a process, rules to abide by, laws to follow…. and our Nation’s Government is no exception. The founding fathers of our nation built congress and decided how it would be ran and what kinds of officials will manage it. The United States Congress is the legislature of the federal government and consist of two houses, the Senate and the House of Representatives. The term Congress can also refer to a particular meeting of the legislature. Congress has 535 voting members, 435 Representatives and 100 senators. Congress itself is responsible for certain things as well. The powers of Congress are set forth by the United States Constitution, defined by rulings of the Supreme Court. There are three different kinds of powers that the Congress is granted: general power, enumerated power, and implied power. Enumerated powers are explicitly defined by the Constitution, and implied are just assumed to exist. Some examples of these powers are authority of finical budgetary matters, lay and collect taxes, to pay debts, and provide to provide the common defense and general welfare of the United States. In my opinion, one of the biggest responsibilities of Congress is National Defense. That would include raising and maintaining our armed forces, declaring war, and to make rules for our military. The first step is when the bill is born or thought of, and then it is referred to a committee. It is then passed down to a subcommittee and reviewed and then marked up (changes are made).Committee action is then taken to report the bill, and then a series of voting takes place. After voting it goes to a conference committee where the vote is counted. The bill then goes to a final action plan where both the house and the Senate have to approve. In the case that it gets to the President and he decided to veto it, the House and Senate and override his veto and it can become a bill without the president’s
