Memorandum To: New Health Medical Systems Management From: Human Resources Date: March 5, 2011 Re: Staffing Strategy Evaluation After careful review, the staffing strategy presented does not fully align with the company's new strategic direction. Staffing is the process of acquiring, deploying, and retaining a workforce of sufficient quantity and quality to create positive impact on the organization's effectiveness (Henenman & Judge, 2009). In the case of New Health Medical Systems, the staffing strategy cannot be based solely on hiring local candidates, but on creating incentives and branching out to candidates in other areas. Based on the needs of the organization, the following four recommendations were provided for evaluation: " Place advertisements in the local newspapers. " Contact staffing agencies that specialize in placing technicians into health care facilities. " Organize a job fair and invite local professionals to attend. " Offer a $1,000 signing bonus to anyone who joins the organization and remains employed for at least 180 days. After further research, strategies, which exclusively aim to hire local candidates without incentives, should be deemed ineffective, as there is a lack of interest in the local area for job seekers. The above recommendations require supplementation to serve the needs of the organization. To enhance local advertisements a job fair and a hiring bonus provides an incentive measure that will help entice new employees away from their current employers. By offering candidates a signing bonus of $1,000 for a 180-day commitment, local candidates have incentive. However, a signing bonus may not be sufficient. If the organization offers wages and salaries above the market average alongside the signing bonus, it can prove more of a reason for a candidate to choose New Health Medical Systems (Henenman & Judge, 2009).
