Too often, children are born to parents that are either unable or unwilling to care for them. All the while, there are thousands of childless parents putting forth efforts to adopt that blessing of life into their family and home on a permanent basis. Foreign countries, such as China and Russia are known for their excess population of unwanted children, and often Americans wanting to adopt will venture to those countries to adopt on the basis of finances or accessibility. Mean while, the number of children in the United States foster care system continues to grow. Revision of the current federal legislation and attention to under regulated adoption policies is in order. Improvements made within the adoption and foster care system will greatly improve the quality of life of abandoned children, and ensure a better system with greater influences toward the needs of American children.
To understand why changes must be made, it is imperative to know the facts and effects of the current United States child welfare policies. “Foster care policy directly targets children who appear to be at high risk of poor life outcomes. Abused children are three times more likely to die in childhood with 1,400 child deaths each year directly attributed to child abuse. Those placed in foster care are far more likely than other children to commit crimes, drop out of school, join welfare, experience substance abuse problems, or enter the homeless population”(Doyle, 2007).   While aiming to help American children, foster care is often a very rough road for many of the children; leading to less than desirable outcomes.   Though it would be nice to believe that these saddening facts about the lives of children in the foster care system are true only for a low number of children; that is not the reality.
