Legislative Worksheet (SBAR Format) – How a Bill Becomes a Law SITUATION: IS THIS SOMETHING THAN CAN BE LEGISLATED? Identify the problem/concern: Decrease cyberbullying in the adolescent and child population. State your proposal/idea. Ban children under the age of 15 years from access to smart phones and social forums for one year if involved in cyberbullying and have been found guilt in a court of law. The term smart phone for the purposes of this proposal is defined as a cell phone that includes additional software functions such as e-mail or an Internet browser (Merriam dictionary, 2014). This placed them at higher risk for self-harm behaviors and suicidal ideation. This study also indicated most cyberbullying occurred during the adolescent age range and the victims did not report the bullying to anyone. What makes this type of bullying so concerning is unlike traditional bullying where the victims felt some security in the privacy of their homes, these victims expressed feelings that they had no where to escape (Olenik-Shemesh, Heiman, & Eden, 2012).
