David Lloyd George and the British Government faced many issues during the years between 1918 – 1922. After having to postpone the Irish Home Rule Bill 1912 due to WW1, it left DLG and the British Government in a sticky situation once the war ended. Ireland was on the verge of a huge Civil War and they knew that it had to be resolved very soon. Despite this issue, DLG and the British Government set in place a range of Acts and treaty’s in order to successfully resolve this issue.

During the third Home Rule bill crisis of 1912-1914 there was many differing objectives among those who lived in Ireland and those in Westminster who governed Ireland. The Liberal Party and the Irish Parliamentary Party, otherwise known as the IPP, wanted Home Rule for all of Ireland. However the Conservative Party and Ulster and Southern Unionists wanted to prevent Home Rule completely. Home Rule for Ireland meant that an Independent Irish Parliament would stand in Dublin to govern Irish affairs, still having an Irish representation in Westminster, whilst Westminster would govern all issues to do with the crown, defence and imperial government.

The King had great support both from Irish Catholics who had suffered greatly over the last century at the hands of Protestant power from Britain. He also had great support coming from the King of France.

This to an extent is an impossible job as some issues completely divide the country and a key aspect of a successful democracy is that it represents the entire population. The only fair and truly democratic way to make issues of mass importance or issues that have an ethical issue surrounding them is to hold a referendum. By doing this it allows every member of society to vote on an issue and the outcome will support the majority of the public’s views. This was illustrated by the 1997 ‘Scottish Devolution Referendum’.

Each president has their own idea on how much intervention the government should have on state issues, which essentially means alternating between the different forms of federalism and changing the way the government runs and how much aid they give to states. One reason why federalism has change is that since the 1960's some have stated that New Federalism has been the main objective of the executive and judiciary due to the previous creative federalism. From the 1970s there was an ideological shift, which saw the rejection of liberal values from the 1960s. President Nixon started to present the idea that the federal government was too powerful, and that the states needed to have more power back and begin a form of decentralisation and a return of powers back to the states.
It has support from many political parties who are committed to its success and is seen as a good way to make government more efficient. However, it is very costly and many feel it is the first step towards the break-up of the United Kingdom and an independent Scotland. The debate is still on-going as to what the next steps are for the Scottish Parliament; however I feel that we are a long way off becoming an independent

Another large component of interpretations in history is the intentions behind certain actions taken by people and governments. Howard Zinn brings the founding father’s true intentions into question with the integration of the economical benefit of uniting the nation. With the foundation of a federal government, that government can regulate and maintain both domestic and international trade without individual state interference, therefore making the United States one of the most important trading countries in the western world.
