To build a dynamic, investment-friendly economy government all stake holders like individuals, businesses (employee and employers), government etc required to utilizes acquired skill. This shared interest implies shared responsibility, but in practice this is not always recognised. There can sometimes be a tendency to 'pass the buck', particularly when it comes to the question of who should pay for training to develop desired skill sets. Shared ownership approach between stockholders is a key to skills development which recognise the need of skills agenda and work to foster the active contribution of all everyone.
