Introduction
The U.S. Department of Housing and Urban Development (HUD), headed by Secretary Shaun Donovan, plays an active role in providing temporary accommodation for families that are forcefully moved because of natural disasters. Other than natural disasters, HUD provides Federal aid to local agencies who are eligible and help low-income families, or provide decent and safe rental housing for the elderly, and persons with disabilities (HUD's Public Housing Program, 2014). Housing and urban development has identified thousands of units available for assisted housing which the department of HUD is passing the information to persons transferred, mainly in Disaster Recovery Centers. According to HUD's Public Housing Program, HUD administers Federal aid to local housing agencies that manage the housing for low-income residents at rents they can afford and in addition to furnishes technical and professional assistance in planning, developing and managing these developments (HUD's Public Housing Program, 2014).
Historical Analysis
The United States Department of Housing and Urban Development was started as a Cabinet Department under the program of Great Society run by President Lyndon Johnson (Hopper, 1984, p. 12-13). The program is aimed to make certain HUD policies on different houses and metropolises, and was created under the law of Act Pub.L. 89-174 (Weidemann et al., 1979). Before HUD was created, it was first under the Housing Act of 1937, also known as the Wagner-Seagull Act.
