` Health and Safety Assignment Identify and describe the roles and responsibilities of the persons responsible for the health, safety and welfare on a construction project. Key Personnel responsible for health & safety:- Clients – Under the construction regulations 2007, the client has many responsibilities relating to health and safety. The client has to appoint a CDM co-ordinator who acts as the client’s key project advisor in respect to health & safety and risk management; they manage the flow of health and safety information between contractors, designers and clients. They must provide all the health and safety information needed about the workplace, and also have to appoint a main contractor. Clients are responsible for producing an H&S plan BEFORE the work is started and are expected to store it on completion of the work. Employers & Employees – Employers (A person who owns the company constructing the project, such as a managing director or chief executive officer) have a duty to ensure the H&S of every one of their employees and this is supported by the Health & Safety at Work Act (HASAWA) 1974. Employers must provide safe systems of work in all areas, such as, handling, transport, access, storage and just having a general safe working environment. They are expected to give information, supervision and training if needed. If there are over 5 or more employees on the projects then the employer must provide an H&S policy. They must also be available to co-operate with employees on all safety matters, and have to ensure the regulations of safety committees are met. Employers cannot charge their employees for anything needed for safety e.g. hard hats. Employees (Workers who receive a wage in return for their skills from an employer) obviously have responsibilities under HASAWA as they are the main people that could be in danger, they have to act
