These resources are, unfortunately, being depleted because of rapid industrializing, high population density as a majority of the poor derive their income from natural ecosystems. Moreover, the protective and regulatory functions of these ecosystems as well as the need to conserve solid and water and to undertake climate control are often taken for granted. Forests play a key role in the preservation of these biological resources and are important sources of livelihood for indigenous communities and poor upland dwellers. Cognizant of the need to protect forests and to promote biodiversity conservation, the EC supports forest and biodiversity conservation through various programmes and projects. 1. ASEAN Regional Centre for Biodiversity Conservation (ARCBC) In the mid-1990s, the concept of establishing an ASEAN Institution to promote knowledge sharing about best practices and common efforts in the biodiversity sector had arisen, and led to an EC-funded project to support the establishment of ARCBC (ASEAN Regional Centre for Biodiversity Conservation). This is being implemented over a period of five years and 10 months from February 1999 until December 2004. The total EC contribution to this project is € 9.4 million. ARCBC serves as the central focus for networking and institutional linkage among ASEAN member countries and between ASEAN and EC partner organizations to enhance the capacity of ASEAN in promoting biodiversity conservation.
