Welfare Reform Act and Medicaid Medicaid is a federal-state joint health insurance program for those who come from low-income family, are senior citizens, and those with disabilities. The welfare reform act was created to replace Aid to Families with Dependent Children or AFDC with TANF Temporary Assistance for Needy Families. When a person was eligible for AFDC that person became automatically eligible for Medicaid, but this changed when TANF came around. People feared that when the 5 year mark came for TANF that they would lose their medical insurance coverage but however they changed the criteria to separate the two. With the new laws children would have to show that they qualified with one of the “listed” medical impairments. With this the Social Security Administration made an estimate that 135,000 children could lose their benefits but 80% of those would be eligible through other criteria. The effects of the welfare reform act will be different for everyone some will completely lose their benefits for TANF and Medicaid and thus still not seeking private insurance. When that person does not have health insurance they will hurt their health because they are not receiving any treatment or preventive care from a provider. I hear about it on a daily basis of students that do whatever they can to get around the system. When the 2010 Census came out they reported out of 114.8 million families living in the U.S. that 34.2% of them were on welfare. The amount expected to be spent just this year in providing benefits was $451.9 billion coming out to $958 dollars per family per month. The fraud rate however was only seen as 2-3%, but those numbers come out to 785,000 to 1.2 million families receiving benefits by defrauding the system. Participants receiving benefits illegally would do anything to keep their benefit including lying about the amount of income coming into the home. Families would be split apart so that they could collect or you would see multiple recipients living in one house but not reporting all who were there. With this said I feel that on the Medicaid fraud is lower than that of fraud for food stamps or cash aid. Some look at healthcare as trivial compared to money every month of food stamps they can trade for money. There was a time when I myself needed assistance and had to be on welfare, thankfully I was able to gain employment that had benefits and not use it.
