It isn’t right for Obama Care to force everyone to get health insurance but it is the most logically because insurance companies cannot deny anyone so that everyone can be covered. There are about 32 million people who don't have health insurance. If something happens, and they have to go to the hospital, they often just don't pay the bill, and the hospital has to cover it. Failure to have children monitored by their health care provider regularly should result in infringements to the parent/parents. If the party responsible for the child/children is receiving government assistance in the form of monthly cash payments, then they should be subjected to paying a small partial fee for the insurance coverage. If all guidelines are followed to ensure the children are getting the proper medical treatment, than the payment premium would be waved. I know these sound good, but may possibly be unfair to charge individuals that cannot afford it and may not even understand what proper medical care is for their children. A huge difference between welfare then and welfare now is that they do not give out food stamp coupons anymore; they now have a debit card just like any person would. By going to this method, it saves people the embarrassment of having to dig out all of the coupons at the checkout but it also takes away the motivation that people need to get on their own feet which was and is the whole point in Welfare in the first place. Another huge change was made when the government started letting immigrants gain from the welfare system but not have to put in anything in return. Immigrants used to come to the United States of America and tried to fit in. They tried to learn the American language.

Welfare Reform Welfare reform was first brought about to try and decrease the number of families dependent on public assistance. In 1996 The Welfare Reform Act was passed. Leaders believed that they could put an end to the welfare cycle that was alleged to have begun back in the great depression. The new reform would require families on assistance to work 20 hours per week in exchange for the benefits. In my opinion the Welfare Reform has not improved the poverty situation.
