Chapter 1 The Problem and its Background INTRODUCTION The adolescents of today are relatively different from the youth of yesteryears especially in terms of behavior or discipline. There of course development which the generation of today can be proud of. However, there are also unfavorable changes which are not highly appreciated. One of the most notable observations is the emergence of Broom-Broom Boys who play at the streets with noisy motorcycles. As such, the involvement of youths in numerous crimes is just one of the very alarming scenarios that youth are exemplifying. In addition, gangs, fraternities, and sororities are run majority by the youth. This organization is extremely damaging the society. As a matter of fact, Broom-Broom Boys organization is one of the most famous youth groups existing in the city. An organization that has gained fame due to their recklessness and innumerable infamy they have brought that cause chaos and fear in the city. This behavior of youth is very alarming and pressing not only in the locality but in other places nationwide as well. Under this condition, the adolescence needs a person that serves as the guidepost that would light the way towards his goals and aspirations in life; a person who is equipped with training and time to guide them and to understand conflicting values that give rise to personal problems. Indeed, behavioral problems of youth are among the most serious problems we are facing with. Misbehavior is one of the major obstacles in creating an effective environment. They may want to receive attention, gain control, get revenge or they want to withdraw from the group. That is why individuals get involved in different organization. Community management is a major responsibility of the officials. They may not be able to completely solve the behavioral problems, but positive steps can be
