Fay Atlantis University BUS 223 Leadership and Human Resources 11 April 2011 Summary In 1996, ( prior to 9/11) Congress passed the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA), which required the Social Security Administration (SSA) and U.S. Citizenship and Immigration Services (USCIS), formerly the Immigration and Naturalization Service, to initiate an employment verification pilot program. Under the U.S. Department of Homeland Security (DHS), the U.S. Citizenship and Immigration Services operate the E-Verify program, previously referred to as Basic Pilot. All new, temporary, seasonal and rehire employees must be entered into E-Verify individually. Summary As of February 2011, only four states make E-Verify mandatory, (Arizona, Mississippi, South Carolina, and Utah, twelve states require Public agencies to use E-Verify. A 2010 federal appeals court ruled Oklahoma could require state contractors and public agencies to use E-Verify; however, private employers did not have to. The Governor of Rhode Island rescinded the requirements for E-Verify in the state. Application E-Verify is one move forward to ensure we verify our employees are legal to work in the United States. Although it is not one hundred percent all the times, it does have an accuracy rate of ninety eight to ninety nine percent. I believe this would have been a valuable resource when I was on recruiting duty for the U.S. Army. More than once we would put a recruit into the military with documents provided by the recruit, later to learn when the state department would attempt to issue a security clearance to the solider it would be discovered to be undocumented citizen. Most companies working under the current system of picture identity and social security card, which we have discovered fraudulent documents can easily purchased or shared among people. The process to do E-Verify is simple and requires very little time to enter required information, and can be filed with the employees records in addition to the I-9 form. I will definitely use this program when I start my business, this will ensure that I am hiring personal authorized to work in the United States, this to me a second step to ensure I avoid fines and legal issues in the future when
