The police forces are accountable for protecting lives and property, stopping and distinguishing offences, and preserving peace and stability (Manitoba Human Rights Commission, 2007, para. 5). Racial profiling is also related to racism and discrimination to some extent. Henry and Tator (2006) states that most people experience contacts with police at some time, but few people experience them as frightening or as disturbing (as cited in King and Winterdyk, 2010, p.35). Racial profiling is a part of law enforcement.
Tanovich (2006) believes that racial profiling appears through law enforcement or security officials, consciously or unconsciously subjecting individuals at any location based on race, and ethnicity, rather than suspecting on reasonable grounds in criminal activity (as cited in King and Winterdyk, 2010, p.31). Racial profiling operates as a scheme of investigation and power. Ron (2003) considers that police engaging in racial profiling weakens public confidence in the police (p. 348).   According to Manitoba Human Rights Commission (2007) the communities that are subjected to racial profiling are illegally over-policed, unreasonably inspected and suspiciously represented in the criminal justice system (Para. 18). Canada is considered as a multicultural country.
In a multicultural society as Canada, freedom from discrimination and unequal treatment are primary morals worthy of protection (Esmeralda, 2008, p. 327). There are two aspects of racial profiling: positive and negative. The primary focus of discussion is on the negative aspects of racial profiling on visible minorities through mistreating the law of the country by providing unfair treatments to visible minorities in Canadian criminal justice system. The three minority groups that face maximum racial profiling are Aboriginals, Asians/ Arabs and Black communities in the Canadian justice system.
