Hence the National Crime Recording Standard was developed and adopted by all forces. This, amongst other things, placed emphasis on victims’ feelings and sees recorded as crimes whatever victims feel or report as crimes. Similarly, an act of a multiple theft which would have previously been recorded as a single crime is now recorded as multiple crimes.
