Planning and evaluating the provision of health and social care is looking into health services and seeing if they whether or not they have an impact on the problem. For example if the health service which provides the HPV injection for people, and they notice that people who have had the injection still manage to contract the disease, the injection will have to evaluated to make it more affective so that it is worth have the injection.
The policy problem is complex and exists both in the Medicaid system as well as the Ryan White Care act both of which cater to a portion of the HIV infected community. A major issue in the policy is financing these services and standardizing the protocols for prevention throughout the entire system this would simplify the problem. Healthcare workers as well as physicians need to be properly educated on how to convey preventative measure education to at risk populations. This shortage of programs would need to be addressed by implementing policy changes. It is my opinion that if certain forms of rationing are not properly regulated then this country will experience several forms of discrimination, patient endangerment and a gross social injustice. RATIONING BY DELAY Rationing by delay is the process of delaying treatments, procedures, and testing in order to decrease costs. (Friedenberg, 2000) In my opinion rationing by delay, if it is beneficial and does not cause imminent death, is a crucial and appropriate part of cost containment.
