Fighting and solving crime involves a variety of support, the police force cannot do it on its own, and to prevent crime involves different agencies working together and local crime reduction initiatives. Initiatives find new innovative ways to especially reduce and prevent crime. Reducing crime and disorder in the community is a momentous obligation and frank aspect in every single public services and majority of community organisations; and it presents peace, protection and fairness to the community. The people of Manchester understood this and knew that if they did not take action their city would not make it under these circumstances. The community began to attempt to solve problems themselves and teamed with law enforcement officials to make this happen. In this paper an attempt will be made to delve briefly into the efforts of the community as they teamed with local law enforcement to create an initiative that was successful as the community attempted to solve their problem. The drug problem in Manchester had grown to the point where each person that was individually met had someone in his or her family or knew someone close that was addicted. Crime was up, petty crimes of theft and simple assaults were up, crimes of murder had risen, and the city was desperate.
Every conflict has its significant implications on administrative and departmental officer procedures. The mainly problem that always occurring is the physical brutality, which the main goal is to get the police department to enforce and adopt a written policy. However, polices limiting actions will bring most of debate especially from the police officers themselves. “Many feel that their firepower is already too weak to battle the weapons criminals have on the streets, and limiting their legality of gun use will not only endanger them, but the innocent bystanders who must endure the hierarchy gun power creates in the benefit of criminals.” (Bouza, Anthony. 1990) It’s necessary to ask help from the superior officers so that a tolerance of brutality will not establish.
He began shifting the Department’s strategy from a reactive, efforts-based approach to a proactive, results-based approach. He focused on preventing crime before it began by sending more officers out on patrol rather than having officers sit in offices waiting to respond to 911 calls. He followed the “broken windows” theory and his police force went after “quality of life” misdemeanors with the belief that enforcing such misdemeanors would lead to a reduction in more serious crimes as well. In addition to pushing officers to be more proactive in the fight against crime, he introduced new performance measures that monitored managers’ plans for action and such action’s results. Prior to these measures, and in other police organizations across the country, work had been gauged in terms of effort (e.g., how many 911 calls were answered).
But in contrast there are very different at the same time. The crime control model is used in the criminal justice system for the prevention of crime. The crime control does not exclude that is possible to make a mistake, but based on the circumstances of the laws, the person is considered guilty until her or she is proven innocent. This model is based on old fashion laws which allow rapid and speedy convictions despite the mitigating factors of the case and the victim. The results, of the crime control model are wrongful convictions, being over-turned and this is a major downfall in the criminal justice system.

This would be because if it is harder for a deviant to commit a crime then they would weigh out the pro’s and con’s of committing the crime, and realise that the cons are too much. For example a bus terminal in New York City approached crime by using situational crime prevention due to the fact that the poor design of the terminal attracted deviant behaviour. After reforming the bus terminal crime rates fell. For example the large basins where homeless people used to bathe were replaced by smaller basins, making it harder for them to abuse this property.
