Community Health Nursing Emergency Response 725.8.8 Stefanie Pipia Western Governors University April 18, 2014 Disaster in Franklin County In the event of a disaster there are many people with various roles needed to respond and meet the needs of the community affected. The role of major public health personnel is to assess the incident for immediate health needs, severity of health needs and the potential health risks of the community. The public health personnel have specific roles, responsibilities and functions to carry out during the disaster to identify, manage and minimize aftermath. The public health nurse can assess for immediate health needs related to injury and disability. They can identify and provide health related education to reduce the health risks related to the disaster as well as prevention of secondary conditions.

Community solutions can have widespread influence on health and illness patterns of many levels of clients including individuals, families, groups, neighborhoods, communities, and the broader population (ACHNE, 2003). The “P” family consists of a seven member family of which two parents are smokers for over 30 years, an elder widow, three young adults exposed to many of the dangerous elements of poor nutrition and the college party lifestyle as well as an elementary aged daughter. While assessing the community, I was also assessing the current needs and resources for this family. According to Anderson and McFarlane, “cultural competence helps public health nurses understand invisible factors in the community that promote health and prevent disease, such as assets, values, strengths, and special characteristics of the communities” (Anderson & McFarlane, 2011). A nurse will be available at the clinic to interview these individuals on their sicknesses and what they have been doing for treatment. This will also help the client express their feelings and develop a therapeutic relationship. Any stress that the client is feeling can be addressed with the nurse. Also discussed was the organization’s commitment to delivering charity care and providing services to meet the underserved patients. Also discussed was the organizations monitoring of patient populations. This is done thru random surveys throughout the community being served; asking for their input to identify needs not being met by the organization. I as a nurse can utilize the programs available to help serve the underserved, such as the language and communication programs available to help promote adequate communications with my patients. I can also identify needs of the underserved and present the situation to the appropriate individuals in the organization, and offer a plan to help solve or deliver the services
Role of Public Health Personnel The role of public health personnel is to maintain the physical and emotional safety of individuals throughout the community affected by the storm. Those in the Public Health Department are responsible for ensuring the citizens of Franklin County have all the basic necessities for survival, such as clean water, food, shelter, and necessary medications. Because of the varying needs of the community, the Public Health Department is also responsible for maintaining and disseminating up-to-date information on how to obtain help, how to acquire the basic necessities, and health hazards/concerns. The public health nurse assures these needs and concerns are met within her scope of nursing practice, using her assessment and prioritization skills. While the public health nurse is assessing the needs of those affected, other members of the Public Health Department maintain operations and assume any jobs that fall outside of the nursing scope of practice utilizing each individual’s skills: the health educator is able to draft concise and easily understood directions relating to maintaining health and directing those displaced to the nearest shelter; the department bookkeeper maintains the financial records during the disaster operations; the receptionist uses her connections with vendors and general people skills to obtain what is needed to run the department; the epidemiologist’s analytical approach and organized thinking is essential in mapping
It is important to include the physician since this is the person that is most familiar with the patient, her medical and familial history, and is responsible for her overall care. The nurse should be included on the team because this person is responsible for carrying out the orders of the physician, reporting concerns of the patient to the care team, and responding to the patient’s daily needs. The nurse is also responsible for staying abreast of changes in the patient’s condition and reporting those findings to the physician. The genetics counselor is important in this scenario. This is the team member that can educate the patient and family on the disease and available options.

The empowerment is likely to result in reduced health threats and increased health equity (Kulbok et al., 2012). The nurse can participate in the implementation of active outreach efforts to identify those in need and provide appropriate services (Rosenthal & Wilson, 2008). The nurse also plays a role in improving the health of the population through health education. Through health education, the nurse can raise awareness on mental health related issues as well as the appropriate intervention services.
