Department of Social Work & Social Administration The University of Hong Kong “Active Integration, Creative Economy” Community Development Project for Newly-Arrived Women in Tung Chung” 「社區共融,智動創富-東涌新移民婦女發展計劃」 香 港 大 學 社 會 工 作 及 社 會 行 政 學 系 PBL- Community Development 1 Introduction Active Intergration & Creative Economy aims to help newly-arrived women from mainland China with the period of residence in Hong Kong not more than 7 years to integrate into the community and get employed in Tung Chung. In a 3-year period, the team will empower the women in leadership, execution and language skills. The participants will be able join in daily operation of social enterprises and take part in community activities. Coaching in political participation is to be offered so that they can learn to influence the policy-making process for equal opportunities. Rationale Target group: Married or divorced newly- arrived women from mainland China who live in Tung Chung with child(ren) In Yat Tung Chuen, one of Tung Chung’s three public housing estates, one out of six families contains newly arrived members (Young, 2012). Newly-arrived women from mainland China suffer not only from financial inadequacy but also from social exclusion. Due to negative labels like laziness and stupidity, 80% of the migrants think they can hardly integrate into the community (SoCo, 2011). By excluding them from social welfare, the government also enhances the stereotype that new arrivals are the parasites of the society. This unfairly ignored that more than 85% of the new arrivals plan to work and job skills training is rated as the most needed (SoCo, 2011). To turn this population into human resource, it is crucial to help them integrate into the community and get adequate training.
