Demick described it as a country fallen out of the developed world (2009). The research will investigate and evaluate the situation of North Korea in a legal and political perspective to find out more the rule of law (hereafter ROL) in this blocked country. Discussion and evaluation - ROL level attained by North Korea According to Grimm, ROL is achieved by level by level. ROL is measured by the level attained (2011). We concern about the extent of ROL but not simply there is ROL or not. DR Tai suggested that ROL can be classified into 4 levels. The first level is the ‘Existence of Law’. Laws exist in North Korea and cover the activities of the Koreans. The later examples will show that North Koreans know what activities are illegal and what are legal. According to Fuller, laws should be stable (1969). However, the constitution of North Korea has been revised for four times during the 30 years. Constitution is a fundamental part of the ruling of the state. Frequent revision is not beneficial to the long-term planning of the people and the government. To a large extent, North Korea can attain Level 1 of ROL. The second level is ‘Regulation by Law’. In North Korea, public order is maintained. Street violence is quite common. The economic loss due to the violent street crime makes people more desperate but the law enforcement department usually ignores it (Lanʹkov, 2007).
