This is a barrier because it means that the service user can’t fully access all the information that is required in order for them to use the service entirely e.g. a blind service user would be unable to read the consent form, needed to have a life saving operation. To overcome this barrier, positive care environments must provide alternative forms of communication e.g.braile or verbally. If a service user has a hearing impairment, it would mean that the individual would struggle to communicate verbally with the service workers and be unable to hear them. Yes I believe that fear and mistrust of health workers and governments among African Americans and other people around the world seem misplaced in our times. Consider patient dumping a racial barrier that limits access to health care. An African American or an undesirable patient looking for help at a private hospital may face the possibility of being transferred to another facility. Even though, a law was passed by the Emergency Medical Treatment and Active Labor Act that prevents patients from being dumped, hospitals still do it. The lack of enforcement of these legislative enactments makes patient dumping an ongoing dilemma.

As previously stated, functionalist believe that if a society is to be stable, then it is important for people to be healthy and to contribute. If a third of the American population is deprived of healthcare, several people would be unhealthy and unable to contribute to the society. Some people are sick and unable to work due to a specific illness, however, these people are still unable to receive healthcare because they do not have a job that provides them with the benefit of healthcare and they do not have the money to pay for it. In sociologist, functionalist, Talcott Parsons sick role, the idea that sick people who are unable to work and receive health care, is completely contradicted, in the first section when he states, “People who are sick are not responsible for their condition. It is assumed that being sick is not a deliberate and knowing choice of the sick person.” (Parsons, 1951) In this quote, Parsons is basically stating that people become sick and it is not their fault, so these people should not be held responsible for coming down with the illnesses they came down with.
