The Bird Flu in Hong Kong Yingying Ye In April of 1997, Hong Kong has experienced a deadly outbreak of bird flu. The epidemic of the influenza A(H5N1) virus wreaked havoc with the chicken population and resulted many people died from the terrible epidemic. According to statistics, the confirmed number of infector reached 18 and 6 were dead. The sources of infection, 6,800 chickens were killed. The first dead were a three-year-old boy who died five days later because of severe pneumonia and multiple organ failure in May. By the end of the year, 14 people had been confirmed as having the disease. Sex others were suspected of having the flu and nine were exposed to it developed immunity without falling sick. The number of death increased to four. It pushed the government to take the extreme action—slaughter 1.3 million chickens and unknown numbers of other birds. People got really scared and quarantines were widely used to contain the epidemic. The epidemic affected the normal work and life of Hong Kong residents and people lived in a huge panic. It not only threatened the health and welfare of the people of Hong Kong, but also affected the economy and reputation in terms of international tourism and trade. Hong Kong government was shadowed in a big pressure of crisis communication. In handling the Bird Flu problem, the government had a lot of mistakes. The most noticeable parts are lack of transparency and lack of PR skills. On the other hand, the government was regarded an incapable bureaucracy of managing and controlling the public health issue. The Department of Health hid the fact of the epidemic situation and refused to publish the findings and opinions.
