INTRODUCTION Terrorism as a phenomenon worldwide has a long history, it is a direct threat to the territorial integrity, security and stability of nations worldwide. The word terrorism was coined during the French Revolution and according to Siegel (2010:282) the term “terrorist” first gained popularity when it was used in reference to the Reign of Terror initiated by the revolutionary government against its political opponents. Today, South Africa is governed by the African National Congress (ANC), a democratically elected government that came into power in 1994. Paradoxically, as noted by Forest and Giroux (2011:01) during the 1980s, the ANC was responsible for several large-scale terrorist attacks, including the May 1983 car bombing that took place on a busy street in Pretoria, were 19 people were killed and more than 200 injured.
