Introduction strategy is the road map and direction for any organization to set to plan for the long term, also it's a plan to achieve a desired future for the organization, it includes the vision and mission in how to achieve the strategic goals and objectives. Strategic management is an ongoing process that evaluates and controls the organization business; assesses its competitors and sets goals and strategies to meet all existing and potential competitors; and then reassesses each strategy annually or quarterly to determine how it has been implemented and whether it has succeeded or needs replacement by a new strategy to meet changed circumstances, new technology, new competitors, a new economic environment., or a new social, financial, or political environment. Sometimes in public sector strategy is created to achieve the goals and to be success regardless of the competitor, because in the public and government sectors there are no competitions. 2. Brief literature review Great strategies are worth nothing if they cannot be implemented after they are formulated and written (Okumus and Roper 1999). Mintzberg; Miller, Hambrick and Canella 1989 that 50% percent from all formulated strategic plan are not implemented and every failure in implementation is a failure in formulation. implementation has been defined as “the process by which strategies and policies are put into action through the development of programs, budgets and procedures” (Wheelan and Hunger pp15).
