INTRODUCTION The term sagging is defined by Wikipedia encyclopedia as “the wearing of slacks, shorts, pants or jeans, below the waist area and therefore revealing much of the underwear. Lee D. Baker, Dean of Academic Affairs at Duke University, states that it is widely believed that sagging was adopted from the Unites States prison system where belts are prohibited. However, the trend continued even after the inmates were released. Sagging is predominantly a male thing but; women are wearing low-rise jeans to reveal their G-string underwear but it is not considered sagging. Then eventually, it became a trend and the style became popularized by hip-hop artists in the 1990’s. The sagging pants become a symbol of freedom and cultural awareness among many youths or a symbol of their rejection of the values of mainstream society. Over the past two decades, sagging pants have emerged as one of the most infamous fashion trends, not just in the United States, but in many other parts of the world as well. Some people still believe that this notorious trend was an African-American creation. There are some who associate the trend of sagging pants with homosexuality and the world of crime, wherein criminals used these loose clothing to hide their weapons. These things were however dismissed as baseless allegations with the lack of substantial evidence. An individual that participates in the practice of sagging may be referred to as a sagger. I. REACTION In June 2007, the Town Council of Delcambre, Louisiana passed and indecent exposure ordinance, which prohibited intentionally, wearing one’s pants in such a way as to show underwear. In March 2008, the Hahira, Georgia, City Council passed a controversial clothing ordinance, in the name of public safety, that bans citizens from wearing pants that are below the waist and reveal skin or undergarments.
