"Attracting top talent to an organization has never been more difficult" are the words of Human Resource Manager Ridha Zattal who has more than 18 years of experience in recruiting different employees for different organizations. When HR planning indicates the need for additional labor, organizations have a number of choices to make. This may be the first step in a full-scale recruitment and selection process, but sometimes hiring additional employees i not the best method to obtain additional labor.   There are different definitions for recruitment such as “The process of finding and hiring the best-qualified candidate (from within or outside of an organization) for a job opening, in a timely and cost effective manner” (Dictionary). “Recruitment is an activity directed to obtain appropriate human resources whose qualifications and skills match functions of the relevant posts in the Organization. Its importance cannot be over-emphasized and can also be best described as the ‘heart’ of the organization” (Vareta, 2005). Simply recruitment can be defined as the process of attracting individuals on a timely basis, in sufficient numbers and with appropriate qualifications to apply for jobs with an organization. Recruitment is one of the important functions of the Human Resource Department since effective recruitment strategies increases the likelihood of hiring individuals who have the necessary skills and abilities to become a success in the vacant positions.
