After the communist regime was over, a new democratic regulation was implemented. The first liberalization of prices began in July 1992 as part of the new program and reforms designed to put the country towards the market economy. The introduction of a number of adjustments of the wholesale prices followed the liberalization process. According to the National Institute of Statistics, a regular consumer price index was constructed in 1992 reflecting the price differences which were more significant in the black market. The results of the liberalization process were food shortages and high inflation rates. High inflation rates during the transition period occurred in other ex-communist countries as well. However, Albania did not experience a persistently high inflation rate. In contrary, it was brought under control by 1995. The successful early reduction of inflation is attributed to the tight policies for domestic credit established by the Government. This was essential to create the basis for economic growth in Albania, by far the poorest country in Europe. Historically, from 1995 to 2012, the inflation rate in Albania, as reported by the Bank of Albania, averaged 3.46%.However, it rose sharply to a peak of 42.08% in December 1997 and reached a low record of -2.11% in March 2000.
