Position Paper for the General Assembly Plenary The agenda for the General Assembly Plenary focuses on three issues: Illicit Trade in Small Arms and Light Weapons in Africa; Measures to prevent and deter cyberwarfare; as well as Implementation of the Biological Weapons Convention. South Sudan faces difficult security challenges in their daily lives related to these issues, such as political instability, economic and social underdevelopment, massive human rights violation and poverty. In view of the complexity of these issues, this discussion transcends the concern of any country as they are issues of global dimension, which could have potentially devastating consequences, if they are not adequately addressed. Therefore, South Sudan invites all committee members to seek multidimensional solutions to these complex problems in order to achieve regional peace in Africa as well as a more secure international environment. I. Illicit Trade in Small Arms and Light Weapons in Africa The newborn Republic of South Sudan would first like to convey its gratitude being admitted as the 193rd member of the United Nations last year and declare its full commitment to accept its obligations under the United Nations Charter. In 2005, the young Republic committed itself to a sixyear peace program, which began with the signing of the Comprehensive Peace Agreement (CPA) between the Government of Sudan and the Sudan People’s Liberation Movement (SPLM), and ended more than 20 years of civil war. Therefore we particularly welcome the legally-binding control of illicit proliferation, circulation and trafficking of Small Arms and Light Weapons (SALW), as laid down in Resolution 64/48 (A/Res/64/48) of the Arms Trade Treaty (ATT) in order to control their misuse.
