A standard is a solution that has been agreed upon by a standards development organization and tested by time (Wager, Wickham Lee, & Glaser, 2009). HIPAA legislation of 1996 mandates the adoption of uniform data standards for patient medical record information and the electronic exchange of such information (Sujansky, 2002). American National Standards Institute (ANSI) was founded in 1918 by 5 engineering societies and three government agencies (ANSI, 2007).
