JEAN DUROC The Bureau of Treasury at Clermont Ferrand is responsible for collecting taxes. Jean Duroc, 51 years old, is an employee of the company and works in Clermont Ferrand as public employee for 20 years. He was unable to pursue higher education but has taken training courses offered by his company and also, one occasion, he participated in the National Education as part of permanent education. He has made an effort when the courses were reimbursed by the company and they allowed an increase in his salary. In recent years Jean got divorced. With his salary and his pension, he earns enough to live fully and he saving for his retirement. He had no children and his parents died. After his divorce, his wife moved to Britain. Every Thursday evening, Jean plays cards with his friends. He also loves television. Usually, Saturday he will dance or see a movie. John thinks that his life is quite enjoyable, especially when it undergoes no pressure from anyone. Marcel Guindon has been Jean’s boss since last year. He graduated from the University of Clermont Ferrand. He discussed “the Jean problem” with his two predecessors Pierre Laflamme and Roger Dubois. Their analysis is the same as yours. Marcel sees Jean as a classic example of an inefficient employee, against whom you can do nothing. However, this has an adverse effect on performance and morale of the others. Marcel said: "Jean has 20 years of service in the Civil Service. We really can do nothing about it. There is really no effort on his part. It is barely an hour and for about an hour and a half, he gesticulates in his office. He took the coffee break of 1 hour earlier and ends a half hour later.
