According to Oscar Lewis, there is a failure to distinguish between poverty and what he has called “the culture of poverty.” He defines the culture of poverty as, “ The label for a specific conceptual model that describes in positive terms a subculture of Western society with its own structure and rationale, a way of life handed on from generation to generation along family lines.” The culture of poverty theory (Oscar Lewis 1966) seeks to analyze poverty not as a matter of deprivation or lacking something but as a culture, which is something that provides human beings with a design for living. This is the approach that I would be taking to assess a community in Laventille on Thomasine Street. In the study “Cultural Diversity and Poverty Eradication by Michèle Lamont and Mario Small (November 30, 2007) ” they choose to examine the relationship between culture and poverty by paying close attention to cultural diversity, economic development, and the challenges facing the reduction of poverty in a culturally complex world. While receiving welfare, one must meet, or not meet, a certain income criteria. If the income earned is more than what has been outlined by the state, the recipient of the benefits no longer is eligible to receive the benefits. This forces a person to not take the extra hours at work so they can stay below the poverty level to continue to reap the benefits of the system. Some people abuse the system, not all though, and this makes things like stipulations on the rationing of benefits unfair and difficult to implement. Many people think that since we are naturally given certain opportunities in this country we should all live well and prosper somewhat equally. In ignorance, I too have been socialized to think that the homeless and poor create their own problems and if they wanted to do better, they could. In the past, I thought that the lower class and very poor were lazy and that they do nothing but drain the money out of the hard working pockets of people who have done what they could to take advantage of the opportunities of this country. Through education and life experience, I realize poverty is an epidemic that affects many people in our society. I believe it is an unfortunate fact that most people stricken by poor conditions will remain in those conditions throughout their lives.

By its very nature, the aspiration of this thesis toward Carol Stack and The Moynihan Report clashes with conflict with how black communities lived in poverty and how the only way to survive was through solidarity and exchange/ swapping within the African American communities (Stack) and how the black family structure was decrepit due to dysfunctional number of "matriarchal" family hierarchy or the diversity within and among black families. The lack of the economic mobility and social mobility of the people/workers are necessary for the upper and middle classes because it keeps the economy going. It helps a lot of policies like for example welfare.
