The FDA did not actually receive its current name until 1930 but it actually regulatory functions started in 1906 with the passage of the Pure Food and Drugs Act, which prohibited interstate commerce in adulterated and misbranded food and drugs. The government regulatory agency known as Federal Drug Administration or FDA is an agency within the Department of Health and Human Services. This organization is made up of the Office of the Commissioner and four other directorates that oversee the core function within the agency, which are Medical Products and Tobacco, Foods, Global Regulatory Operations and Policy, and Operations ("U.S. Food and Drug Administration", 2015). The Office of the Commissioner is the leadership of the agency’s scientific activities, communication, legislative liaison, policy and planning, women’s and minority health initiatives, agency operations, and toxicological research(“U.S. Food and Drug Administration”,2015).

The Bill of Rights as it is now known was once just known as a series of legislative articles introduced by President James Madison to the first U.S Congress. These articles were written to protect the natural rights of liberty and property of the citizens. They also were written to guarantee a number of personal freedoms, limit the government’s power in judicial and other proceedings, and to reserve some powers to the states and the public. Also the production of penicillin was stopped in Britain during WW2, and even though the USA started to mass produce it, pearl harbour got bombed – meaning that throughout the whole war only a small amount would have been produced. Both wars helped and hindered the development of medical knowledge, but I believe they helped more as discoveries - which are still used today - such as x-rays and blood transfusions, become popular during them. Also facial/plastic surgery came around during this time, and that is also used today. By 1800 when the United States had very few hospitals which provided mainly social welfare functions it had very little role in medical practice. Europe had established several hospitals then and pioneered in new advances in medical science Today, the US has several hospital established in many cities and leads in medical innovation especially in the number of new drugs and devices introduced . In the preindustrial era, physicians provided health care to patients at private homes, alms houses and dispensary before hospitals emerged in 1850. These were funded by charity and religious organization and characterized by poor ventilation and sanitation, unhygienic practices by unskilled and untrained staff.
