Bibliography Introduction The National Decentralization policy states that Zambia’s decentralized system will be based on devolution. Devolution is the transfer of some functions, powers and authority and resources by legal and constitutional provisions to the lower levels. Devolution as the guiding principle, under this system of governance, the district is the focus of development and service delivery. Accordingly, the policy provides for the strengthening of local governments through the reactivation of mandates at this level as well as the transfer of additional responsibilities. The transfer is within formal political structures and is institutionalized by constitution means. In this article, I will focus on the Zambian experience with decentralization to show what has been achieved, objectives and way forward. The Zambian governments Vision for decentralization is “to achieve a fully decentralized and Democratically elected system of governance characterized by open, predictable and transparent policy making and implementation process, effective community participation in decision-making, development and administration of their local affairs while maintaining sufficient linkages between the centre and the periphery’.(Decentralization implementation plan 2009-2013, 2009). In , order to achieve the above vision, the Zambian government had set up the following policy objectives namely, To empower local communities by devolving decision-making authority, functions and resources from the centre to the lowest level with matching financial resources in order to improve efficiency and effectiveness in the delivery services, Design and implement mechanisms to ensure a ‘bottom-up’ flow of
