China: the Peaceful Rise Strategy

Introduction The pursuit of power may lead to territorial expansion; the cases of the colonial period of 19th and 20th centuries show how the exploration and domination of land was an important manifestation of power since it was a central factor for production and a sign for supremacy; yet there are other rising sates which prefer not to follow the same path ways like their predecessors. They opt for economic growth and trade interdependence rather than military expansion. New economic relations with other countries and sustainable growth at the internal and external levels are good tools whereby countries can control the other states without resorting to military power. Thus, cooperation can replace tensions and war; many states like Japan, and china opted for this strategy which led them to enormous outcomes (Richard Rosecrance: 2006, 33). The prosperity and the dominance that China is seeking should not fall in conflict with the countries of the region and it should not destabilize the existing powers. Its notion of peaceful rise will commit it to follow a very careful strategy whereby both its ambitions and the interests of the other countries go in harmony. This paper tries to answer some of the questions related to implications and implementation of this strategy. It will first tackle the birth and the meanings of the strategy and then deal with the challenges to its implementation. Thus, I will discuss the internal challengers, especially the impact of the strategy on population and environment before moving to the external factors that are embodied in China’s relations with the countries of the region and Taiwan.
