The TFEU is basically an amended version of the former EC Treaty (the Treaty of Rome), and now provides the fundamental rules on the four freedoms and the rules on the operation of the EU institutions. The TEU and TFEU abolish the old pillar structure of the EU. There is now only the EU, resting on the TEU and the TFEU. The area of Freedom, Security and Justice (the old third pillar) is now incorporated into the TFEU, as Title V. Institutionally, the EU Council now becomes an EU institution. Accordingly, the meetings of heads of state and heads of government now has an institutional status.
