INTRODUCTION
Background of Organization
State Vocational School Tahuna 3 (SVST3) is a senior high level of education in Tahuna, Sangihe Island Indonesia which provides vocational courses in technology field such as IT, Mechanic Engineering, Electronics, and Building Construction. Established in 1990, SVST3 was the first vocational school in the regency. With 3268 students, 73 teachers, and 22 administration staff, and located in 700 m¬¬¬2 area, SVST is considered as the biggest vocational school in the province of North Sulawesi. In terms of curriculum and training program, SVST3 is using a combination of national curriculum for vocational school and regional based curriculum which is set up collaboratively between the school and Industry/ private sector. The 60% of the learning and training process is carried out in the school while the rest 40% is conducted in Industry (on the job training). In terms of facilities and infrastructures, SVST is considered as one of the well-equipped school in eastern part of Indonesia. Some facilities including workshops, Computer Lab, library, sport facilities, and students’ accommodation/boarding for those who come from surrounding islands and remote areas have become the competitive advantage of the school.
One of the uniqueness of the school is that unlike other schools in the region that operate as not-for profit- organization, SVST3 is managed as a semi profit organization. It is called ‘semi’ because the main orientation of the organization is still on providing vocational skill. But since the financial crisis hit the nation in 1997 that causes a financial catastrophe to all organization particularly government organization, SVST3 shifted its strategic orientation to become an organization that has its own financial resource and become less dependant to...
