A Resolution Concerning Invisible Children
1. Whereas, since 2003 alone more than 12,000 people have been killed and millions
2. displaced as result of a conflict between the Ugandan Government and the LRA, and
3. Whereas, the majority of those displaced are IDP’s (internally displaced persons) unable
4. to establish themselves in another country or find safety in their own home, and
5. Whereas, this has resulted in a culture of displacement among the children of Uganda,
6. exposing them to malnutrition and disease, both environmentally and sexually transmitted at the
7. hands of soldiers, and
8. Whereas, a survey of the youth in Uganda concluded that no less than 66,000 children
9. have been kidnapped or sold into slavery by the LRA and that of these 66,000, 68% were tied or
10. locked up, 58% were forced to steal or destroy property, 20% were forced to kill a stranger and a
11. striking 70% had witnessed a killing, and
12. Whereas, on July 8 and September 27 in 2005, the International Criminal Court issued
13. arrest warrants for Joseph Kony, Vincent Otti, Raska Lukwiya, Okot Odiambo and Dominic
14. Ongwen for crimes against humanity, including murder, rape, sexual slavery, and the enlisting
15. of children as combatants, however little to nothing has been done to carry out these warrants and
16. stop the exploitation of children in Uganda, and
17. Whereas, allowing these gross war crimes to continue contradicts
18. everything this governing body stands for as a protector of human rights, therefore
19. Be it resolved by the Student Congress here assembled that the United States will
20. take any and all non-military efforts necessary to enforce the five arrest warrants issued by the
21. International Criminal Court.
