A lot has been discussed about requiring a minimum level of language proficiency at the English B.A. of Universidad Veracruzana, but there has never been an agreement between teachers who are in favour and those who are against this measure.
Roger A. Dunne, English Teacher of the Language School from Universidad Veracruzana, is the main person who is in favour of this requirement, arguing that is not the university’s or the teachers’ fault the fact that there are such bad teachers in Secundaria or Prepa (the equivalent in U.S. to Junior High School and Senior High School).
He also compares the low quality of professionals in languages to doctors or engineers (Dunne, Roger. “The Need for Quality Control in the Licenciatura en Lengua Inglesa at the Facultad de Idiomas, U.V.”   AVATAR, Revista de la Facultad de Idiomas, año V, Num 9. June, 1988 pp. 9-20), in their professional practice. He wonders the way we would feel about seeing a doctor who is “half-trained” and who has “little knowledge of anatomy or pathology or with poorly developed diagnostic skills”. (Dunne, Roger. 1988. AVATAR, Revista de la Facultad de Idiomas, año V, Num 9. p. 10) He also compares bad professionals in languages with “engineers with huge gaps in their knowledge of maths and physics, or lawyers unfamiliar with the finer points of law or legal procedure” and wonders “why language teaching should be different”.
There are a lot of arguments that support his thesis, like for example the fact that there would be lower failing rate, because students would be better prepared and would not trust just in ‘luck’ or the teacher’s ‘benevolence’ to pass the exams, but would take them feeling sure and able, knowing beforehand that they would pass those exams, because they have the knowledge.
