Company Overview:
The Internal Revenue Service (IRS) is the United State federal government agency that collects taxes and enforces the internal revenue laws. It is an agency within the U.S. Department of the Treasury and is responsible for interpretation and application of Federal tax law.
Strengths:
Being the first one to use computer management, the United States’ Internal Revenue System (IRS) became the initiator of this system since 1960s. It also implies that the company is the first one to adopt a system in organizing data in a more efficient way than keeping the records manually by files.
Weaknesses:
Unfortunately, being the first one to utilize computer management, it is also the reason why it seemingly became very difficult to upgrade into modern standards. The system is massive and complex. Data was encoded long ago through Master Files which later on became obsolete and very difficult to access and maintain handling 62 million lines of program code predisposing the programmers to job dissatisfaction where they find it frustrating to use. There is an issue of confidentiality with regards to the data therein, as evidenced by the halting action of Carter administration in their first attempt.
The IRS repeatedly attempted to modernize the systems which most of the time fails, which obviously a sign of weaknesses in managerial capabilities. Moreover, there are problems in accountability and authority resulting from weak organizational structure. Consequently, they have difficulty in defining what is needed to be done.
Threats:
Being known of the past failures, the United States government might be reluctant to support them, for they won’t entertain projects that doesn’t meet expectations but simply drain funds. Additionally, some experts say that the Master Files would someday meet a fatal crash which forces the company to shut down.
