What is it about the Gore organizational culture that keeps it a leader in innovation and creativity?

Gore organizational culture remains the leader in innovation and creativity because it is based on a unique model for a big company. This model does not exist elsewhere. The organization is continually changing and evolving, the mentality is egalitarian and innovative. It is possible because the company choose to follow some rules:
The rules of the company which make the difference are:
• Direct lines of communication: everybody can talk to everybody for question, learn and improve.
• No fixed or assigned authority: No boss, nobody for say what to do or not do, every methods are possible.
• Sponsors, not bosses: you simply must succeed in pleasing the sponsors, doesn’t matter your method or how you work.
• Natural leadership defined by followership: your company is like a family.
• Objectives set by those who must make them happen: the employees input themselves in their work; objectives are set by the employees and not the company.
• Tasks and functions organized through commitments: the employer agree to work well.

These 5 simple rules allow a different approach and allow to always remaining innovative.
Each employee is his own entrepreneur; He must be creative and innovative. Because it is the only judge and receives premiums on its results.

What problems would a newly hired person have working at Gore?

A new recruit may have some adjustment problems. Indeed, this company is completely different since there is no boss. How a person can find his mark if left in the wild without saying what to do and how.
