E-Learning In Vietnam

1. Introduction
Electronic learning or E-learning, which refers to computer-enhanced learning, is probably the most significant trend in higher education at this time. By 2005, nearly 3.2 million students were participating in e-learning at institutions of higher education in the United States, according to a report from the "Sloan Consortium", an authoritative source of information about on-line education. The explosive rate of growth is now about 25 percent a year ( Sloan Consortium, 2006).
The Vietnamese Government, thus, is vitally aware of the need to develop e-learning in the country. Since April 4th 2003, the Ministry of Education and Training (MoET) has been co-operating with the Ministry of Posts and Telematics to apply Internet to universities and colleges. “E-learning projects are very meaningful for Vietnam’s education reform process, especially in higher education” said Director of the IT Centre at the MoET, Quach Tuan Ngoc. He also emphasized that e-learning will contribute to increasing the liveliness and effectiveness of teaching and learning in the recent conditions of technology.
The e-learning process in Vietnam has been under implementation and has gradually gained the very first achievements. However, the success of e-learning in any country, not only Vietnam, depends on many factors such as the technological infrastructure to support its development, the teaching practices in place, etc. Therefore, the e-learning implementation process in Vietnam has met many difficulties. This secondary research paper gives the background knowledge of e-learning and discusses how Vietnam is doing to apply e-learning to higher education in term of the e-learning current situation along with problems it has to deal with..
