Reporting programs are designed to provide reliable data for law enforcement agencies, governmental officials (legislators), and sociologists to study the patterns, and trends of crime. The information is used as a tool to measure the effectiveness of prevention programs, ample coverage of police officers (strengths and weaknesses in their administration of policing efforts) in communities, legislation for rendering appropriate penalties, and sociologists to review the behaviors associated to specific crimes. II. What makes a successful crime-reporting program in the United States? Components that administrate a successful crime reporting agency in the United States consists of the following: (a) clear definition of the guidelines (uniformity) (b) accurate reporting between agencies (state-to-state) (c) consistency of reporting from state-to-state III. How do crime rates relate to arrest rates and clearance rates? Crime rates are calculated by the number of reported crimes committed, multiplied by the per/unit in a specific population (generally 100,000). The crime rate calculated in the reporting databases is not accurate because law enforcement officials recognize a higher number of crimes go unreported in the United States. The arrest rate is calculated by the number of arrests times the unit in a specific population (generally 100,000). The arrest rate deals with the actual number of offenders that have been captured and processed for entry in the criminal justice system.
